I played Mask of Deception, watched the anime, then played Truth. The only thing you miss is the post apoc twist is spoiled right from the start, and some characters from 1 have cameos or minor roles in 2.
You'll 100% need to play the first game or watch the anime before playing 3, so you could play 2 and decide if you think the series is worth investing more time into.

Because it has no effect on the game whatsoever. The quality of the game is the same regardless of platform, PSTVs were like 20 bucks at some point. I don't usually go around and call other people poorfags, but if $20 is too much for you then it's not my problem. Except it can. It doesn't matter for a VN, but being stuck on a weak platform can absolutely affect the game. Deus Ex Invisible War wasn't console exclusive, but it was designed for Xbox and had much smaller levels than the first Deus Ex in order to accommodate the change in platform.
