It's impossible to miss her, she can appear in any forest on the world map. The first opportunity to get her is by Junon, so you have to get through the mythril mines first at the earliest

You can get her a few hours after you leave Midgar. She has a chance to appear in any random battle in a forest area. Forest areas are easy to spot, but you won't find one until after you've gone through the Mythril Mine. After you fight her, you have to choose the right dialogue options to make her come with you.
