Short hair tends to give off a more active vibe. For a protagonist you want them to have the feeling of being willing to take charge and actually do things. Alternatives are pony tails, but tied hair can get awkward to use and has clipping issues as well. Short hair let's your character look active and removed a lot of other graphical issues that's more prevalent whe your character is the one in focus the entire time.

Long hair conversely gives a more approachable and friendly vibe. So its suited to side characters.
Theres exceptions of course and it's not a hard rule, but it's part if what goes into designing a character. And when designing a protagonist you want them to be a doer, not a follower.

Also keep in mind that short hair is more comfortable while wearing a helmet!
