Frisk has basically nothing since all of the fancy bullet patterns belong to the enemies, and Sans is a high profile final boss with tons of basis and abilities that the smash team can draw from, mainly his blasters and bone attacks and his ability to teleport, and noted in game fragility that allows for a gimmick to be established, namely as a glass cannon character ala Jigglypuff.

Ness also had similar abilities anyway, however Frisk having monster magic is counter to the lore, since Frisk is specifically not a wizard. On top of that, Frisk has no moves, just a knife option and flirting. Frisk can basically dodge outside of that and that's it, Sans is also known for dodging.

Sans is also the absolute, most popular character in the game, due to his status and personality. Papyrus is a close second due to his phone call events, but Sans is more compact and has a subdued, cute design that makes him extremely popular with the japanese as well.

I have a harder time figuring out Sans's moveset compared to Frisk, when most people in these threads seem to have the opposite problem.

As a Sansfag myself, I used to think the same way. But I've really warmed up to the idea of Frisk in Smash. Once you really think about it, they'd be kinda cool. I'd recommend looking at some fanmade Frisk movesets. None of them are really perfect but they helped me form an idea of how they could work.

Frisk would represent the mechanics of Undertale really well but Sans is significantly more requested, popular, and iconic. Sans also better represents the humor and personality of Undertale.
While it makes sense to represent the gameplay of Undertale, it also makes sense to add in a monster from the game as the game is about the monsters. People like Undertale for its characters first and foremost so adding its most beloved character definitely makes a lot of sense.

Sans does literally nothing relevant in the game until Genocide run makes him a hidden boss, retard. Everything else he does is just occasional punchlines and the ending phonecalls.

I don't really think any of the characters from Undertale would work in smash bros, or any other property for that matter. Any time people try to deviate from the original game's art it just looks bizarre
