Only way that's solved is true 1:1 games, but it would be incredibly boring. Imagine a truck driving game with 3 hour stretches with fuck-all to see except the occasional gas station, or a GTA-type game where you just drive through faceless blocks of brownstones. Such things would appeal to some autists but most people don't care.

Why not just procedurally generate it like Daggerfall? Or a fantasy version of Star Citizen? Can have important handcrafted cities and dungeons. I want to ride a horse for an hour through a beautiful fantasy land while listening to nice music or a podcast.

Autist here. I love playing Elite: Dangerous, have spent about 1000 hours on it and it's just flying through the space moving cargo between planets and space stations, with the occasional dogfight, and it's exhilarating. I like seeing the beautiful space scenery and doing randomly generated space quests. I would really love a fantasy take on that.

the appeal of open world games needs to be grounded in mechanics and systems, especially regarding traversal and navigation, that make the game fun and meaningful regardless of the distance between scriptfag content
I'd say the sweetspot, for games like Breath of the Wild and Elder Scrolls, is probably around 10x Breath of the Wild's size. So, things are spread out of enough that you can't walk across the map in an hour.

TES games are known for environmental storytelling, which can't be procedural generated to any satisfying degree.

I looked it up. According to a lebbitor who examined it in the mod editor, The Throat of the World, supposedly the tallest mountain in Tamriel, in Skyrim is ~600m tall.
For scale
Everest is 8900m
Mont Blanc is 4800m
Fujisan is 3900m
600m puts it around the tallest mountain in England or the height of ski hills in Vermont/Quebec

And that's probably just the prominence, right? Because I've lived by a place that high, but it was a gradual incline that you couldn't really detect.

That's being very generous to Skyrim by counting the entire size of its heightmap, nearly half of which is not actually part of the game world. You just get invisible walls at the edge telling you that you can't go further while miles of land devoid of content stretches on beyond.

Is this supposed to mean in lore Skyrim is 15 miles or if you measure how big the in game map it would be 15 miles? Because of course you can't have a game map be fucking huge because someone would have to make all that shit
