also possible that the structure on the left was renevated from an old coal shaft / coal smoke stack. Lots of older (especially Nordic, Russian and Eastern European) apartment complexes used to do heating with a giant coal powered boiler back in the 40-50s and a lot of the smoke from this huge coal burning business needed a smoke stack, so you had these weird, tall metal plated structures jutting next to the complex.
This would explain why later, if they decided to renovate the complex in the picture, they decided to just bridge the apartment building with the old smoke stack, which was now converted to living space.
It's not the first time (nor the worst) way i've seen this done, but it's surprising how utilitarian some of these approaches are.

Yeah, except I googled the building and it was a new structure. Anything that distinctive is going to be easy to find something about. That's why even if you can't find exact information about the old air raid towers in Europe you'll find what they are and with a bit more direct searching find the exact one you've got a photo of.

The eternal question of anyone who had to deal with the fevered dreams of Brutalists. "lol, concrete for everybody!" might have been a good idea for countries undergoing rapid rebuilding or depopulation after a war but outside of the "bastard zones" i.e not quite 1st world, but no longer 2nd world, why anyone thought it was a a good idea is beyond me.
