Originally Ulysses was going to be in the base game. I assume they just stuck in a bit of pro-Legion dialogue into this guy so Legion players have something to work with even though it's retarded since Legion hates Ghouls.

She's the only human companion in the game who you can't really pin down her worldviews or philosophy. She's just a walking quote dumpster and genderswapped rugged cowboy archetype.

He doesn't really support the Legion, he just comes at it from an outsider's perspective. The Legion does a lot of fucked up shit, but they also protect caravans, annihilate raider groups, and keep law and order across their regions.

Raul just looks at it from the perspective of someone who wasn't really embroiled in the conflict going on in the U.S. after the war. When he did get in the states and settle in, he was already taking on the background handyman role without too much argument. It's like being an American and hearing about the uproar over Brexit or being an Australian and listening to Americans argue over Republicans and Democrats. Sure, it's something you hear about/see news about and you can get the general idea of what's being argued, but you can stay pretty neutral overall. It's not Raul's war, not his people, and considering his history with raider assholes, the Legion likely looks pretty fair on the surface to him.

A lot of mexicans probably aren't enthusiasitc about democracy or rule of law the same way white americans are.
Like there are millions of mexicans who would probably be content living under the rule of a military dictator or cartel drug lord as long as said tyrant provided them safety and stabiltiy.

Legionaries in the Fort have obvious disdain towards Raul if you travel there with him. Perhaps they allow them to live within Legion territory but they certainly aren't impartial towards them.

And when Raul not only experienced Mexico during a time of probably significant turmoil (U.S. going around "peacefully" annexing places and getting ready to send nukes overseas) but lost his sister to your average raider assholes, the Legion showing complete control/power over chaotic elements wouldn't seem so bad.

At the end of the day though, Raul is just the type of old guy who wants to keep his head down and do his thing. Unless you go for the vigilante ending for him, he just wants to live out his days. There's little reason for him to get hot and bothered over one faction or another, when he's literally lived through tons of factions coming, going, being killed off, and built back up.

The bias against ghouls in the Legion has an ulterior and deeper reasoning beyond 'hurr they ugly and scary freaks of nature keep em away' that most people have towards them.

Legion is a top down organization. If something becomes a thing, it's because Caesar demanded it.
Caesar very likely mistrusts ghouls and encourages discrimination against them because most of them are ancient and thus they know more about history compared to most people and are also too jaded to buy into Legion propaganda.

It's interesting how it's the ghouls and super mutants who have the most interesting worldviews and takes in the Falloutverse. The longevity of their lifepsans adds a whole different kind of perspective to their characters that the human characters could learn from.
