I wasn't sure how I'd feel about 3H but it does a lot better than P5
One of the big things that I think helps 3H is that there are more supports between NPC character than between NPCs and the MC. It gives more opportunity to flesh out characters by showing how they interact and grow with a wider variety of personalities instead of just self-insert-kun.
P5 has the issue where the main-story only shows a glimpse of character relationships and all character development after the arc they were introduced in comes from Joker driving a lot of the change and in only one direction.
The result is that while most character pairs in 3H get only two support conversations, it adds more to the whole of the both characters since you see more of the character as a whole than just the same facet of them for 10 conversations.
