Because that requires effort and skill. None of which are present at modern indie studios.

partly this but also partly the fact that a lot of indie people are fractured and lack communication and coordination. There's plenty of competent people out there but are unable to find one another to collaborate.

Because people who use "retro" look don't fully compromise to it.
They use pixel art, but then they use high resolution, complex animations and visual effects like zoom and distortions not common in classic, retro games.
Having a retro look goes beyond making it pixel artsy. All the other shit like animation, scale, resolution and some technical limitations need to be kept in mind
