Refute what? You didn't make an argument. Why should mechanical skill be the only factor that determines how good a game is?
In order to "refute" you I would have to assume what your argument for that claim is, which would be complete speculation, and then refute that. Which is likely to be a waste of time.

No, it refers specifically to the CHALLENGE level of the game you retard. A challenge that can be overcome through grinding or brute force, or one that is dependent on luck, is not a satisfying challenge.
Some people are directionless rejects who feel some semblance of power in their sad little lives from grinding up in a shitty JRPG to have some big number on screen, but most people recognize it as the braindead skinner box that it is.

I'm sorry, I didn't realize I was communicating with a retard. Yes, there are some assumptions here. This is an English board, this is about videogames, and you have an IQ above 50 before posting.
The argument is that games that have challenges that are overcome by improving in skill and strategy are better and more well designed challenges than braindead grind and killing dozens of trash mobs for big number. RNG can create more unique scenarios and prevent a game from being purely muscle memoet, but excessive RNG such as over-reliance on power-ups is removing agency from the player and making them reliant on luck.

I don't think many people would really refute that. This is only in the context of retro/singleplayer games though. Although in general I feel that obstacles and good level design are better tests of skill than trying to beat a rudimentary and easily exploitable AI.

Pretty much every JRPG is just braindead grinding with little strategical element. That's the core gameplay loop. And occasionally you may grind on braindead trash mobs to get your bigger damage number so you can grind on braindead stronger enemies.
For the people that can't enjoy games that have the option of grinding: does the existence of an easy mode spoil your enjoyment of hard mode?

While skill should be what a game is balanced around, with the player developing more skill over the course of the game and being rewarded for it, “skill” itself depends on the genre
In a platformer, “skill” is defined by reaction time, knowledge of how the character interacts with the environment, and how well you can manipulate the character.
But for a classic RPG, “skill” is more based on knowledge than mechanical ability. You don’t need to work harder to be better at a classic RPG, you just need to know what to do in a situation. Thus the “skill” is being knowing how to make the big number appear on screen. Basically, knowing how to get the optimal setup for each fight.
