You look at all of the cast of females and they all have tiny tits. (We can't judge Mei's boobs because she is the only one who hasn't been seen in a tight outfit in game so her body is up for debate)
Mercy, a character who has big boobs in concept art and even has huge exposed cleavage in the original art for the Witch skin, got her tits nerfed when the Witch skin released and there isn't any real cleavage at all. They made her boobs tiny on that skin specifically. Moira and Widow both have skins where their boobs are visible down the middle of their clothes but only because their boobs are basically non-existent.
Why does Blizzard hate giving females sizeable boobs?
