Regular Joker can't kill early. That's the tradeoff for the momentary boost in power. That's why you see so many shit Jokers. They don't know how to play without Arsene. Nothing needs to be done about the character, just the frequency at which Arsene appears. It doesn't need to be big either.
Instead of calling for nerfs for everything, how about we give characters buffs instead?

Don't give a shit about pro meta, Joker is just unsatisfying as fuck to fight. Same as Hero. They both suffer from the ability to fish with retarded shit to try and steal stocks.
Falling behind as Joker? Have your Arsene and enjoy playing a high speed Ganondorf with an absurd projectile and a counter+reflect. No good with Hero? That's fine, the moment you get space throw some lightning around or fish for shit in the menu. Maybe you'll do some retard spam and get a crit on a smash attack.
Just feels like all the window lickers that spammed dull bullshit on K Rool in the first month went on to Joker and Hero without learning anything, and now you're stuck fighting morons carefully and slowly because heaven forbid you hit Joker with Rebel's Guard up and he gets a free Arsene or Hero connects with one of his four or five extremely lethal attacks

This. Tweek's whole problem was he tilted and gave in. At EVO, he started playing worse on game 3, got his shit together in game 4, but the second Leo started taking stocks back, Tweek lost his composure and started making glaring mistakes like unsafe switches, predictable recoveries, etc. You could argue that Leo just figured him out by then but if you watch that game 5, Leo's not really playing any differently than he was from the start, Tweek was just playing noticeably different. The same thing could be seen at SmashCon except Tweek tilted completely at game 3. He started strong but couldn't keep it going and after losing game 3, his PTSD from EVO kicked in and he lost his composure, made mistakes, got too aggressive, made dangerous and predictable switches.
Leo's good, for sure, but his real strength is in keeping his cool.

No, Joker isn't particularly a problem online for me (even if a fuckton of people play him because of Leo) but it's evident that his meter needs toning down. You can see Leo abusing it in every which way possible to get shitloads of Arsene, and even if he gets his shit rocked he gets Arsene 2 seconds later and does 80% back off a normal ass combo. It's unintuitive and doesn't feel earned. I don't actually think he's broken but I do think he's top 2 in the game and has a stupid bullshit mechanic, and this combination makes him a bad character to play against and watch.

It's fucking boring to watch Joker players spend most of the fight flailing for daddy Arsene and then desperately throw projectiles, smash attacks and counters to try and find a kill. Not even like Cloud players that need to consider their power spike and how to use it, enjoy the 30 seconds of being better than anyone else in the game that you get for taking damage :^)
