It wasn't cut because of normal development changes, but rather time and budget constrains. It was so late in development the custcene with The Monumental doesn't mention the Archstone being broken. It's quite literally unfinished, regardless of whether or not Lost Izalith is shit which it is

Because it was a shot in the dark, a long time coming, with a more lax deadline and nothing to live up to, beyond weaving a handful of crazy concepts together and seeing if they stick - and how. Everything the came after was "let's make demon's again but darker / harder / faster / bigger".. but never better.
