PC ports also have a high correlation with the games that aren't exclusive. What you're trying to get at is that the best looking games are primarily or exclusively designed for one platform, and only look so good on that platform, due to them not compromising time and resources for the bottlenecks of other systems.

The game has a heavy use of depth of field that's making the game look better than it is. You can do this shit for any game in screenshots, this effect is optimized for motion though.
PS4Pro has custom hardware to leverage checkerboard rendering. The ID-buffer is seriously performance heavy without hardware acceleration.

Normalfags become a larger portion of the video game market, and normalfags can't tell the difference in audio volume between 60dB and 50dB. Audio volume is something you can objectively measure, and normalfags are so dense they can't grasp it.
So with visual quality, which is even harder to grasp, they have no chance.
The thing is, God Of War actually runs at a consistent framerate.

The real reason is because this generation's consoles were so weak. In 2013 we were saying how graphics were going to be held back for another 10 years and we were right. The hardware was basically only capable of playing last-gen games at 1080p like 2013 PCs.
Some effects have advanced but to make games bigger and better there have to be trade-offs, so overall games haven't really changed much graphically this generation. PBR is also training artists to be worse than their predecessors.
I could run games at native 4k, yes, if i had a a better GPU. As someone who uses a 4k monitor with a 1070, i often have to resort to lower resolutions like 1800p or 1620p to maintain good performance without lowering settings too far. Using contrast adaptive sharpening through reshade does wonders, but the resulting image is still a fair bit softer than native. Checkerboard rendering delivers very good results, arguably better than what i do on PC with sharpening and custom resolutions, so i think having a similarly effective upscaling technique on PC could really help "4k" gaming more accessible.
As for Quantum Break, it was one of the first games to implement image reconstruction from a lower resolution, so it definitely shows flaws when compared to more recent titles, but it was pretty good at the time given the performance increase it brought; the game does look very soft, but it kind of works with the filmic look remedy was aiming for.

This, a lot of the marketing/promotion around ps3/360 was focused on physics simulation and ai. Games at the time actually pushed boundaries. Crysis, gta IV, far cry 2, and many others were a huge upgrade over what the previous generation could offer in terms of simulation complexity and interactivity. Current consoles just do the same while looking prettier and running better, the focus has shifted to graphics. Ps3/360's CPUs were state of the art at the time, pushing multithreaded designs when PC processors had two cores at best. Compare that to ps4/xb1 with decent GPUs comparable to mid range PC parts of the time, but hampered by shitty mobile CPUs running at low clockspeeds.

Games have gotten bigger, which means more assets, bigger regions, sharper graphics being more consuming etc. But GPU and CPU producers are strangling advancement to sell out their warehouses before they move one step further and repeat, to keep their industry going with minimal effort.
To put it in perspective. You could speedrun most older games within an hour, as the only longevity it had was challenge and being merciless at failures. Whereas today, they have to pad actual "content" (whenever good fresh stuff, more of the same or cheap backtracking is another matter) for at least several hours lest they get laughed out of the industry by fans and investors alike.

Sub native custom resolutions with some sharpening is the key to 4k gaming on a budget. The amazing contrast adaptive sharpening that was introduced with the radeon 5700 cards has been ported to reshade and can now be used on any amd or nvidia card. It gives great results with a negligible performance hit, so it's definitely worth a try if you want to take advantage of a 4k monitor if your hardware doesn't quite cut it for native 4k. it's also great for games with blurry aa, like ffxv.

It has been ported, by some guy on reddit, but was greatly improved by pascal gilcher, aka martymcfly, who also made the amazing screenspace path tracing shader for reshade. here's the shader :

To use it, just click download zip and put the CAS.fx file in the in the shaders folder of a game with reshade installed. I recommend setting it to 0.85, as it gives the best results without the image looking overly sharpened.

When crysis was in development, future CPUs were expected to reach clockspeeds in the realm of 10 GHz, not get more cores/threads. This is why the game doesn't scale well across multiple threads and can drop to around 30 fps even on an 8700k overclocked to 5GHz.
Yeah sure if you run it on a Voodoo card maybe. I was running it at mostly stable 60fps on 1080p with a gts450 and a corei3 with a mixture of medium and high settings.
Its lower performance on modern hardware is simply caused by its inability to properly use more than 2 cores. The consensus at the time was that future CPUs will have more GHz not more cores and Crysis was build around this (at the time reasonable) misconception. Also it doesn't use more modern APIs like directx11 and 12 because... well its 12 fucking years old.

I don't get the hate around motion blur, when it's a nice per object motion blur, it accentuates movement nicely without blurring the whole screen.It looks great on things like the ammo casings that get ejected when firing the chaingun in nu-doom and makes animations more impactful.

I recently played both. In my opinion, no. Horizon looks much better overall, especially when it comes to foliage.
Programming team is really competent.
Sadly the foliage is for the most part is just a pretty picture, though.
This is fairly impressive for what is essentially a defective radeon hd 7870 with 2 jaguar mobile CPUs glued together. Distant detail is reduced since you're less likely to notice it when moving, shadows are filtered well enough that they don't appear pixelated despite their low resolution, a lot of the geometry budget is spent on the player model at the center of the screen. If anything, it's an example of how far limited hardware can go with smart technical choices.

It really depends on the refresh rate. I find 30 fps unbearable without it, it just looks like a succession of separate frames more than a continuous movement. Motion blur creates the illusion of continuity between frames, and thus makes low framerates appear more fluid than they really are, which is why i like it when it's well done, aka when it doesn't blur the whole screen when moving the camera and is subtle enough as to not blur what i'm focused on. Even at 60Hz, it makes things look more fluid, but it's pointless to use it when running at higher refresh rates.

It really is a shame crysis wasn't developed with many-core processors in mind, as cryengine evolved to scale extremely well across multiple threads. It's deeper than that. Crysis uses volumetric lighting, particles, and it simulates force which affects the physics system which can affect particles and physical objects such as trees, rocks, water, etc. It's not perfect but it's the best gaming has done so far.
Whenever I play it I just mess around with implosion grenades and rockets(with rapid fire and it's a jot to see things like this here where the implosion is mesising with the snow particles. That's just cool.

Metro exodus is up there in visuals, and it plays great. It's less linear than the previous games in the series and has a comfy stalker vibe.
Crysis 3 is still pretty impressive, and the first half is definitely worth playing.
Wolfenstein 2 the new colossus throws around preposterous amounts of geometry and is extremely detailed, it's pretty good if you skip the cutscenes.
Kingdom come deliverance is one of the most immersive RPGs around, if a bit janky at times. It runs on cryengine and features great global illumination and other advanced lighting. It is demanding though.
Forza horizon 4 looks and performs great, it's a very fun and impressive racing game.

The plateau of graphics isn't connected to technology, it's connected to money. How much money are you willing to shell out for animators, modelers, and other related graphic artists? You can make a game that looks entirely like a movie with a character you would very much think is just a real man in a suit. But that would cost hundreds of millions.
In game mods where you can adjust it (like sikkmod) it looks really good. when you can't and it just blurs up the whole screen it looks bad. so few games have done it well that it got a bad rap. I think the only game I played where the default implementation was ok was portal 2.

It's not THAT impressive from a technical standpoint. Just a couple hundred grass objects with their animations synchronized to give the illusion wind is actually blowing through them. Past that, everything is a low fidelity backdrop you can't actually go to but it looks nice from a distance.
Quake was technically cutting edge in its day, and the soundtrack by trent reznor was awesome. These days, it's pretty dated visually, but still has some charm, and doom 2016 has better music in my opinion. I keep coming back to it because it's challenging and fun to play, so i guess it holds up mostly thanks to its gameplay. I can't help but agree with you on this one, quake is still a damn solid shooter despite it having lost it luster, its gameplay undoubtedly has outlived its presentation.

Forza games have been released on PC since forza 6, and they're some of the best PC ports i've seen in years, options are plentiful and they run great.
Exodus is epic exclusive, but it's been cracked, so no worries. Metro 2033 and last light are on steam, and i'd recommend the redux version, as it has all the dlc and more balanced gameplay, as well as better visuals than the originals. You can play exodus without having played the first games, but they're definitely worth playing, and will give you a better appreciation for the new things exodus does.
The wolfenstein games starting with the new order are good shooters, but difficulty can be inconsistent. The story isn't all that well executed, but gameplay makes up for it, weapons feel great.
