Navi has proven to have IPC that is matching RTX and around the time the PS5 is actually launching RDNA 2 will be ready so it really isn't far fetched that a gpu that comes out in more than a year will be able to match RTX2080 in raw performance.

The size and price of the 2080 are the result of muh tensor cores and Nvidia having no competition. Not saying you're wrong about the PS5 but you could definitely have a card with similar rasterization performance and without the power draw and the $700 price tag, it's not a good comparison.

It doesn't work that way. The gains aren't even close to being that big, the ps4 had a beefed up HD7850 and yet games still ran worse on it than a PC with a 7870.

Getting a feeling for how powerful a pc would need to be to play console exclusives is pretty much impossible.
But I find it difficult to believe a 750ti could run GoW as well as a ps4.

Consoles are played on TVs that are and will always be capped to 60Hz for the next 20-30 years, so there's no real reason to go above 60 fps on consoles. Now if only they could maintain the 60fps at all times, I'd be fine, because in the end it doesn't even matter if the game is 30 or 300 fps as long as it never changes aka drops frames.
