Those arent western chapters when they're owened by japanese companies have have always been part of Japanese franchises. I think the issue was, people didn’t think Sakurai would collab with a western dev/company because of the amount of detail he tries to put into this series and there would obviously be a bit of a language barrier.
Although this was somewhat broken since smash 4 when they added trophies of Rayman and BitTripRunner. Even more so when they showed off Shovel Knight as an assist and Shantae as a spirit.
But by then, they’ve already moved the goalpost to: “yeah, but they’ll never do that for a playable fighter!”

Yeah, he specifically mentioned in the Hero video that Hero's animations are meant to convey the dynamism of Toriyama's art. Which more or less means "we made then move like DBZ characters." I honestly think a big reason behind Hero's inclusion was appealing to Gokufags in the West.
