I think that's a really, really good idea. If I could add to that I think the frequency should be reduced.
Make the clock only available at the start of the second lap, and give it a time where it's unavailable to get. There should not be more than 3 clocks going off per race at most.

I think these are the really important considering how easy it is to get knocked of a track into a hazard making recovery time even worse than it already is.
