Yes, they're already working on preproduction for AC8, if their comments on it being ready by 2021 are any indication, along with Konos tweets about aircraft manufacturers already approaching them to showcase new fighters.
Its also why the DLC for 7 is so miniscule compared to AC6 and AH.
