Its just really tough to pull off the physics of it without severely nerfing Superman. The environments have to be fully destructible. The flying has to be super nuanced. The gameplay in that video looks like absolute shit btw.

Superman relies on his intellect as well as his strength, but game devs show the strength and lack the intellect. He's the man of steel, but he's not stupid. If anything, we should be getting games where he's fucking unstoppable, but that means you need to watch the world instead. Superman is great at three things; beating the shit out of villains with unrelenting force, saving people from things that should've killed them, and bullying Jimmy. A Superman game needs all three. Escort missions would actually suit him, except you'd be carrying the escort most of the time.
It may have been terrible as a Saints Row game, but it was fun as a mindless game. Stupid shit like slapping people with the dildo bat so hard they fly into the sky was satisfying.
So you just want a boss rush game like Fury? What else are you going to do and who to fight inbetween those characters?

The problem here is that the trend in modern vidya is 'no one left behind' because they'd rather people play the game and complain it was too easy then not finish the game and complain it was too hard. They design everything to cater to the lowest common denominator of intelligence, everything has to be tutorialised, signposted, and waypointed in case one player misses a moment of content and gets stuck. Games are terrified that a player will miss something or not figure something out nowadays. Which means they can't really show the intellect. Imagine for example, a scenario where the player, as supes, sees the villian punch a hole in a dam, which will cause it to burst and flood the city. The solution is for him to freeze the water. Now, in a modern game, which seems more likely.
1. The player is left to figure out how to deal with the situation on their own using their intuition. After a few failed attempts and loading a few checkpoints, they kick themselves for not thinking of ice breath sooner and attempt it, successfully freezing the dam.
2. The game freezes to make sure the player has enough time to respond, and an on-screen prompt appears instructing the player on how to perform ice breath just to make extra sure they know the input, even though they've used it hundreds of times before. Even before they've had the chance to do so, supes mutters to himself: "I bet I could use my ice breath to stop that dam from bursting!" just to make extra sure the sub-80-IQ players are not confused by what's happening. A flashing waypoint HUD element appears directly where the player needs to use the ice breath. Instead of experimenting and figuring it out themselves with a risk of failure, the player simply moves to the indicated location and presses the indicated button, blindly following what they are told to do without having to put any thought into it.

What you do is have Superman but as an XCOM type geoscape game and you have to dispatch various Justice League Heroes to some events around the world but there are some events you have to personally intervene yourself because the disaster or threat is too great. However you will only ever control superman and sometimes your other superheroes may not apprehend the villains and they escape but you might be able to thwart their plans and so forth.
That's not a superman game, that's a JL game.

Okay, here's how you make a good superman game. You do the exact same thing that made a good spiderman or batman game: Make a game that makes you feel like superman. So.

We're not just gonna get away with a simple push stick to move in direction system here. We need acceleration, momentum, and force. Every action needs to create a reaction on the world too. If Supes is flying around at high speed, it should be parting clouds and shattering the windows of buildings. He needs to feel powerful, like the player needs to restrain themselves instead of just holding the trigger all the way down instead of wreaking havoc wherever they go.

A core element of supes is holding himself back and how fragile everything is to him. This needs to be represented in gameplay. I figure tying movespeed to restraint might be a reasonable way to go about it - the faster the player moves, the less they hold back. If the player is fighting a thug, they don't sprint up to them at full speed throwing a haymaker. They walk calmly up to them knowing the only threat that peashooter they're holding poses is to the innocent bystanders. On one hand, this might be a little irritating, having to slow down and not charge everywhere at full speed. On the other hand, once the player gets USED to holding back and taking it slow, that's when the real payoff happens, because.

XCX did a similar thing with their skells: The player doesn't get them until 15-20 hours into the game, once they've already gotten used to having to navigate the world on foot. Reason being that after getting accustomed to moving around on foot, you appreciate the freedom they offer much more. Same principle here. Once the player is used to having to hold back and take it slow all the time, it feels that much more satisfying to cut loose.

Make it a game where Superman is godly OP and cannot be harmed, however he needs to protect the city, so you "take damage" by having innocent civilians die or too much property damage. So you have to prioritize saving people and tanking hits to protect the city.

First and foremost, you have to be able to make flight fun, which shouldn’t be too hard. I’ve noticed that every genuinely fun capeshit game has a good method of travel

So maybe do something so that it’s not as simple as holding a trigger and steering. Or you can do that, but boost by bounding off of buildings and flying through structures so that you have a legitimate incentive to not just follow a straight path (Spider PS4 did this pretty well).
I really don’t think managing Supe’s OPness is a huge issue. Just beef up enemies. Make a brainiac invasion.
