MGS2 is literally the only game I have ever seen do this properly. Even games after 2 seem to fuck it up.

Properly would mean that they never stop searching or call off the alert until Raiden is found and caught. Guards should communicate for regularly scheduled check-ins and finding a guard sleeping should be a high alert.

this was funny in morrowind. you'd just steal shit in front of people, run away and pay the bounty off at thieves guild and then sell your shit for a decent profit. of course you needed some mercantile skill for it so it wasn't completely broken but it was still kinda funny that you could just do that

Neither consequence is intended behavior, it's just a bug caused by the arena masters lack of hostitlily making killing him count as a murder.

no bounty, there's no NPCs in the arena to witness it

Actually you are right.
I don't know what made me remember a bounty that didn't happen.
It still amazes me that Bethesda didn't even fucking test the arena on a fresh character, they probably just used one character on all the testing and by the time it had gotten to the arena it had already done a murder.

Maybe that's why it required a specific quest in skyrim, they wanted to avoid a repeat of the arena master bug.
