Gameplay has always been CDPRs weak point.
But they did excel at telling a story and graphics so making an iteractive movie is the only reasonable choice.

We don't know the scope of the open world yet, we know its big and separated by districts, you only get 1 apartment that cannot be customized and not all buildings are accessible. Even Sleeping Dogs had one house per district and you could go inside shops and karaoke bars (my first choice for just walking around at night)
