General Tullius literally tells you that they intend to fight off the Thalmor as soon as they have the strength again to do so, and the civil war in Skyrim and potential further balkanization of the Empire means this will never happen. Skyrim alone doesn't stand a chance against them.

Homosexuality correlates with a variety of material parameters. You're more likely to be gay the more biological older brothers you have, even if you are raised apart from them. The same effect is not replicated if you look at non-biological older brothers.
Homosexuality is not, by itself, damaging. Having children is not, by itself, good. Incurable diseases can be avoided by taking care. Transgenderism correlates with a variety of genes and is itself rooted in biology. Surgeries that improve one's state of being are never mutilatory.
