Judas Priest were starting to be considered kind of an "old hat" band by that point, because they pretty much were. I think the fact that they'd just put out two mediocre albums gave them kind of a kick in the ass. Also, it was heavily inspired by the then-fresh new thrash metal movement, which gave them reason to go faster and heavier so as to not get left behind.
