Half Life is not survival horror. Doom 3 sure as hell isn't.
One level/section in a videogame doesn't mean the entire game is that genre. That's like calling Nier Automata a good 2D shooter or Mortal Kombat Armageddon a good kart racer.

RE4 isn't completely non-horror, even though it's not survival horror. It's actually pretty atmospheric in a lot of places, though it does ramp up the action pretty damn high once you first get to the island and that James Bond ass music starts playing. I'd call it an action horror game.
