My art teachers taught me even as a rough sketch, this is garbage; too much detail and texture. You should stick to tracing simple shapes from pre-made works, that's what true art is. See: Modern western cartoons.

Go study how Japanese artists learn ti draw for about a year then study the artists style you want to copy for a long period of time until you can emulate them

study anatomy, go to as many life drawing sessions as you can and you'll be surprised how fast you'll learn. It will take a couple years but it's worth it.

it's also a juxtaposition, you know the highly detailed backgrounds with the simplistic human designs, highlighted by overly brightened background colors which creates a strong visual language. Very soothing.

It wouldn't be TOO hard to mimic the aesthetic of messy lines shaded with black, but I think it's a fool's errand to try to imitate someone else's sketching style 1:1, you'd have to be an even BETTER artist than the OP image if you wanna copy someone's entire process.

i.e the reason people can make convincing looking Pokemon "official" art is because the bar for Pokemon's drawings isn't very high, and it's all cleaned up, meaning you can see how it was done easier. Wouldn't be the case for something like this.

There's no single answer to that, unfortunately. Everyone's got to find their own motivation. Sometimes it's as simple as actually just starting to draw and seeing how you feel about what you made.
For me, it was making friends with an artist. They didn't even give me pointers, it was just nice having someone to show my art to who knew the kind of time and effort that went into making it.

OKAY
1) start with doing still lives, basic 3d shapes
2) Do some more still lives, fruit
3) Go back to 1 and do some shading, keep it consistent with the light source
4)Try out some other mediums: Charcoal, colored pencils, pastels, etc etc
4.5) When working with those, draw stuff like LANDSCAPES. google image search landscapes, pick one + print it out and then draw that, with charcoal
5)Study a little anatomy and sketch some basic face (without much detail) to work on PERSPECTIVE
6) 7) Put it all together and start sketching faces or mid-shots. Bodies are the hardest, faces are hard. Everyone wants to draw people but they are legitimately the hardest

BOOM, that's a college level art 101 class for you!

You could probably do it and be alright, but like when you teach yourself most things, you probably learned "the wrong way" or have bad habits memorized so it would take you way longer to fix them than by learning the "correct way" from the beginning.
Also, that's just they way they do it in school. They do it because it works, but you can really do whatever. I mean, once again, it's really just self expression. How can you tell someone whats the "right way" to express themselves?

I'm not sure what you mean about reading? Like tutorials online or something? I just sketched and doodled just about every day as a kid and then went to school for it.

Don't over think it or try to rush it. Just do 30 mins a day or so. Every day and you'd be surprised at how fast you grow. In a year or two you'll really get somewhere with it.
