However ME3's writers were incapable of following up on this complex yet interesting storyline and thus were forced to download EDI into a physical body and then proceed to write the romance storyline as if it were between 2 humans
It's the same reason why ME2's take on the Geth had them not only operate under a completely alien mindset, but it also had them be completely OK with having this mindset, then ME3 comes along and suddenly they want to be real boys

He's only in the last book, Retribution. Basically he's tasked by the Illusive Man to bring in an ex-cerberus operative, Grayson, to test reaper tech on him out of spite. Experiment goes wrong, Leng gets told to go kill him.
Unlike in the games, he doesn't gloat and doesn't seem to take pleasure out of his mission. He joined cerberus partly out of sharing their ideas, but also because he got kicked out of N7 for killing a krogan in a bar fight.
He also works with Anderson briefly since they have the same goals, and executes Grayson at the end rather than leaving him to slowly bleed out. Does the same with Aria's daughter.
