If you really want to justify it via lore you could probably relate it to the tribal roots of every basic legionaire, and that allowing them to use guns in an ncr manner at the most basic level would grant too much power and flexibility to basic grunts, who are supposed to be unthinking cogs in the machine, while caesar and the elites are the ones granted the ability to stretch the legion's "rules", which is why the assassins and what not ditch the throwing spears for serious weaponry

NCR Salvaged armor has no joint servos and isolated Heavy troopers with no weapons are dead meat so it's more believable that skilled Legionaries can kill them.

House isn't about wealth, House is the equivalent of a trillionaire existing in Medieval era - he IS wealth. House is a pragmatist who uses material goods as a means to accomplish his ends, those ends being science and (genuine, not libshit) progression. His idea for a neutral zone in the Wasteland is genius, too, centralising all power in the hands of not-Rome or not-the-US would be a disaster.

The salvaged armour lacks the big shoulder pieces of regular T-45, but the centurion armour does have those pieces. It must have come from a functioning suit

I realize that they're shitty explanations but in Fallout 3's DC area it's been shit because the super mutants have kept people from really recovering and prospering there since no major organized force until the BoS show up have been around to challenge them.
In Fallout 4 they made it clear that things were actually pretty good and working out until the Minutemen collapsed and then afterwards the Institute killing and splitting up all the remaining settlements that tried to band together.
In both cases the player character is just showing up after all the important things have gone down.

the fact is that the Roman empire built itself not only on it's military prowess, but the fact that it was able to utilize the empires it took and build a functional society around it. the Legion lacks that, because all Ceasar saw was the prowess of Roman Military and strategy. By the time he realizes it, it's too late. He's dying from brain cancer and Lanius is next in line, and all Lanius knows is violence. There's no society to fall back on, there's no "people" to lead. Just soldiers and the slaves they took from the tribes they conquered.

There's no "Rome" to fall back on. Just like the NCR it's nothing but shanty towns, outposts, and forts as far as the eye can see.

Caesar's plan is to use the army of tribals he's built up to conquer the NCR, and then become the head of it, transforming the legion into an empire without the bureaucracy and corruption of the current NCR, with a society that is prepared for the reality of the wasteland, rather than just emulating prewar america in hopes of better days. Caesar also knows he is dying, which is why he has legate lanius to act as a figurehead for his governing once he's gone. You niggers always act like his motivations are short sighted, whereas he's done at least as much forethought as Mr House, and much more than the NCR's "lets just keep overextending ourselves for the sake of more territory we can barely control."

It's not stated outright but I think Graham got swept away with the viciousness of Caesar's rule and got a little too into it. He was the one giving the orders and having to mete out the punishments, he couldn't remain as aloof as Caesar did.

Lanius maintains an attitude and near religious stance towards the more "developed" factions that would help keep the Legion fighting strong for generations to come. Caesar's choice to absorb Vegas and later NCR would damn the Legion like two generations after his death.

Tribals are pre-industrial and in many cases pre-agrarian semi-nomadic societies consisting of bands of a dozen or so people who live by hunting and gathering and occasionally scavenging and raiding.

The only good outcome for the wasteland is going Independent but helping the NCR reign in the wasteland. Doing things like repairing Helios One but diverting the power to everyone for example, or getting rid of the Khans and Fiends.

1 quest vs. 15 quests

now, fallout 3 has quite a bit of linear quests like stealing independence, but at least that has a unique location, a unique NPC, a dungeon where science and computer perks really come in handy and some pretty cool NPCs near the end. that's how you do a good fetch quest.

not talking to an NPC in empty settlement 1 then talking to NPC in settlement 2 then repeat. the Papa Khan quest lmao, you literally go talk to some guy at the 188 who stands in one place forever

No, what Cesar stated was that NCR wanted to start again from the point which led to the downfall of mankind. Cesar wanted to start from a point that was more relatable to the current situation, that is to say, the taming of the barbaric wasteland through Roman rule which is still a tier above complete chaos.

To expand on that:
NCR is based on the U.S circa 2000's of our time, which has its own issues but is still impressive considering it took them a century to get to the point they can create pharmaceuticals, ammunition, weaponry, housing and such. Had we seen current NCR it would look like a current 3rd world nation in development.

Cesar on the other hand stated that rebuilding from that point onward was well intentioned but would not work given how ruthless people had become. Even if it had any success you would be starting from a decadent point in time.

Corporal punishment was needed, the ideal of citizenship, amalgamation through force, militarization of the society to maintain order. Cesar pushed a strict moral code to the legion which seems ultra conservative.

Whiskey Rose had the better point of it, it was a society she didn't like because women like her would have little rights or saying in society as the Legion was set back in many social advancements but at the same time it provided much needed security to traders which in turn created progress.

Cesar was autistic, he did push a Roman like religion which seems trippy and incoherent but by pushing a common set of believes to the legion and a sense of pride and union, he proved that taming the wasteland through his rule was very possible. If you compare how long it took the NCR to advance, compared to the Legion, Cesar apparently was not wrong.

The game pushes NCR for most of the game, Ulysses was supposed to give the player all this information to make the game more fair in terms of politics. Legion was not supposed to be the evil faction, just a faction that pushed a necessary evil.

In Fallout 4 it's clear things are a lot nicer and have been for a while, it's just that the collapse of the Minutemen has lead to a power vacuum causing things to go South.

technically you don't join the legion, you just aid them, never actually join.

besides, not like small things like this matters. fallout 4 did everything: join factions that are related to the main quest, all companions have quests, you can romance most of them, all settlements have crops, but it's still a shit game

I can look past my overall enjoyment of Bethesda's Fallout titles and still conclude that what Beth has done with the west coast is frankly tragic. It shouldn't look like complete shit and it shouldn't have Super Mutants, Enclave and maybe even the BoS itself, but I can look past that one.
