I'd agree with him, but Genjuro is unbalanced in the most boring way possible; by just being straight up better at most things then anyone else.

Imbalance doesn't fix that. Nothing more frustrating to me than losing cause someone's character is better then mine.

If only 2 or 3 characters are viable, then nobody is going to bother using the rest, which effectively means only a tiny portion of the game is playable and the rest was simply wasted effort.

Absolutely not. Game with very little depth is easier to balance by principle, and games without depth can be boring. But the more complex game gets the harder it gets to balance it, and wereit a multiplayer game, the more important game balance becomes.
Maybe in the sense that each character should have enough difference to them that they have a unique identity, and so no matchup is ever really going to be on completely equal footing because each character has their own strengths and weaknesses, but not in the sense that some characters should be strong and some should be weak. Everyone should be strong in their own way, ideally.

A game in which every character is viable and good against every other character would be pretty boring. But a game in which every character is viable against an equal number of matchups can be interesting.
The big difference is whether or not character selection actually matters.

I cant remember when was the last time iv seen a melee player use more than 2 moves in the game and literally the only used offensive special move in the game is Foxes blaster.

The deprivation between say Panda and devil jin is much closer than say shiki and genjuro
Most teken characters lack special moves like in other fighting games.
There are no invincible reversals or super practical projectiles (especially ones that bounce for an additional hit on block) also no cross-ups.
Tekken is about reading your opponent and being unpredictable.
Panda ma be low tier but she has all the same fundamental tools as Devil Jin. Meanwhile only genjuro can do genjuro stuff in samurai showdown and its not special situational stuff but core to his game-play. No other character in Smasho has hard to impossible to punish invincible moves and a fireball that is more dangerous if blocked or straight up grounded auto cross up moves.
i like it when the highest technical character is top tier, that way you know the person had to lab the shit out of his character to get where he is and it's possible he could fall asleep at the wheel and fuck himself over and lose

I agree, perfect balance may not achievable but at the very least every character should feel viable, Samsho has this issue where genjuro just stands out so far from the rest of the cast that'd you have to be stupid to not pick genjruo if you were actually serious about winning, I get the dev not wanting to nerf him but they need to at least buff every other character to/close to his level

However, right now Genjuro is so busted this doesn't really apply to him right now since the balance in the game right now is very poor.
But you're talking about good balance, not perfect balance.
Perfect balance isn't easily achieved specially if you have a game with different characters.
What would you rather take, perfect balance but everyone plays the same or a game with some balance flaws but lots of different characters?
