CalArts is an art school that is known for teaching students wrong, as a joke.
The meme, however, is applied to most modern cartoons because they follow certain design trends (particularly, modern cartoons have common headshapes and large eyes), despite the fact that with every era of cartoons you can find design trends.
It's basically just a rephrasing of "OLD GOOD; NEW BAD"
