The official games are all made by ZUN. The mainline games are mostly bullethells shooters. There are a few spinoffs including Fighting games and bullethells that take a different approach to the gameplay. ZUN also allows anyone to use the ip to make their own stuff and even sell it, as long as they ask permission first. The pic you posted is an example of this. A part of the reason why people meme about Reimu in smash is that it is a long and popular video game series dating back to the 1990's and it would take basically no effort to get the rights to use it since all they'd have to do is call up ZUN and ask him. The downside is that the series is mostly Japan only and until recently the games were really only sold physically in limited quantity at conventions, so they way for a westerner to play most of the official games is piracy. The designs in 16 are real rough, Aunn and cavemilf are kinda okay but something about it overall just seems so much less touhou-like and inspired than the games, though I have a gut feeling that Zun's overall prowess in the games writing [what little they get] and the character designs as been tanking slowly since like, after 11. I still love a lot of those designs after there, but there's a notable change in the Zun's design philosophy over time from there on, and 16 got the worst of it for sure. Doesn't help that the best design, Okina, is literally a Junko in a new hat and her saturation turned up a bit
