Bad news - all of the missions boil down to 'go here and kill this.' It's a slog and there's about 60 or so but good news is the points will make postgame a breeze.

like i said, the PC i had back then was a complete toaster and there is absolutely no way that your game should run this bad
i played a pirated copy and maybe the game has some fucked up DRM or something since i've just checked the steam page and the comments are mostly about the game running bad or crashing constantly which i never experienced
maybe it has some intrusive DRM or something that fucks you completely
try a pirated copy and if that doesn't run well than it's something wrong with your setup

Maybe it just doesn't like mods. With 1 or 2 installed it still ran okay but with all of them, that was when shit went to pot. And it definitely wasn't a compatibility issue - they were all made by the same author and packaged together on their page.

At this point this solution sounds better than actually playing through the boring slog that is 13.

there is nothing there that should interfere with the performance
EXCEPT
vsync, that can be a very serious issue with some and/or the majority of games
the game doesn't even have to be demanding it's just the vsync that clashes with the framerate
at 720p your game should run at 140 and above (your monitor probably is probably 76hz but that is't important to this issue) and maybe vsync is what's causing that issue since it's heavily tied to the fps
turn it off in every game always
and if even this basic fix doesn't fix it then really nothing else comes to my drunk mind tonight
