Dreamcast had some excellent games and it compares well to the Gamecube. PS2 had volume but it didn't dominate like the PS1 did. All the Gen 6 systems were good Xbox had maybe three good games, though.
It's not very fair to compare Dreamcast to Gen 5 because a big part of PS1's dominance has to do with getting absolutely everything. So you're trying to compare a huge library vs a much smaller but generally more impressive library.
