How is rain bad? You can plan around it and once you get good at climbing and know when you can stop gripping and when you can run up slopes, you can get anywhere you want rain or no rain. You don't even need stamina vessels or food if you are patient and can recognize slopes and rest points. The only time I got screwed by rain was falling into the canyon between Hebra and the Gerudo mountain range where there was only water and a sheer cliff in my way.
