Modifying a collision hull would require opening the IDE and manipulating the parent kart collision hull that is actually used for calculations, then they need to make sure that any changes made don't absolutely FUCK with general collision, spawn-in points, weapon collision, crate collision, crystal collision, etc.
Modifying raw stats is all neat and all but this game uses things called acceleration and friction, raw numeric changes don't manifest 1:1 due to this thing called physics. Wanting them buffed is whatever, this is the only thing you said that actually has any basis in reality.
Changing the hashtable for item pools is easy to change but you're a big fucking baby for not wanting 3rd to get a specific weapon when there are far more egregious weapon table issues like shields/masks for first place. You're just a salty 2nd place baby that doesn't actually care about imbalance and are more focused on how you got missiled into 6th.

Obviously they weren't that good in the original since NPCs couldn't get orbs or clocks. I've never tried 4-player multiplayer in the original so I can't comment on that but the remake really made me appreciate blue shields more than anything else. Best item in the game.
Yes. Only one player can be holding an orb at a time so if you get one you can keep it as a hostage for the entire race and prevent anyone else from getting one.

And even if there wasn’t a dedicated character, we could still parody the archetype—how many times did Bugs Bunny dress as an attractive woman to pull a fast one on his foes?
That’s what I enjoyed about Tawna and the Podium girls when they first came out—they were minor/side characters among a mix of other side characters, and as a kid I enjoyed them as a parody of IRL sexy women, which didn’t do a lot for me at that age. But apparently people who think they’re helping decided they were too good at what they were parodying and wrote angry, probably poorly-written letters to Universal/Sony/Naughty Dog, and got them taken away.
And you know what? The joke’s on everyone involved in this whole dynamic, because now IRL pit-girls have been fired for being too sexy in the eyes of uggo “feminists” and revealed that they were sad because they enjoyed their jobs; we have neutered versions of our sexy woman archetypes doing the whole grrrrrl powah schtick; the Bugs Bunny cross-dressing bit became forbidden for being inappropriate until more recently when we started throwing pride parades, and now N. Gin is probably regarded by many as a strong, brave man-woman for his ballerina costume (and which is, arguably, a real cooing mechanism for a depressed man in constant pain from his missile-induced brain injury, which is increasingly recognized in real-life blast victims); and we have an overwhelming boom in guys like me, who thought Tawna was sexy in a comical sense, but now want to fuck Coco because the “dangerous” toy got ripped from our hands and replaced with the “safe, innocent one” at just the wrong time.

i think the only place where handling sort of matters is tiny arena...maybe. generally the courses are designed in such way where using speed is always the best option. the hardest turns in the game usually need usage of airbrake to actually pass without having to slow down. This holds true for both speed and turning.
