Vivec and the Nerevarine were pieces in a puzzle. I think the writers had Azura take a more prominent approach with Morrowind and more particularly Vvardenfell after TES III, but it was scrapped.

Skyrim's Solsteim DLC was pretty neat eye candy, but it barely did anything to clarify what happened afterwards. All you really get is "Red Mountain erupted, the end".
