It could be, OP didn't clarify how the chance works. If the chance stacks, you can just add the 25% chance.

A lot of games the enemy's attack power catches up to you and kills you. So you'll be stuck in an area for a good while until your weapon does more damage to heal you. It's a pretty slow method in games since you grind more than necessary.

A 100 and a 50 damage attack may do a fair bit less than a 150 damage attack, since armour reduction could be applied to each.
What about fire resistant enemies, ghost also allows you to proc debuffs twice, if your first hit misses your second attack can still hit
Anything that isn't Fire + Diamond/Haste/Ethereal is just voluntarily handicapping yourself. Those three combos are too fucking broken.
