As a faction, they're older than even the NCR (probably not the oldest Raiders in general since the first were likely non-Vaulters) but even after all that time they never coalesced into a real civilization. Depends on how you played the game. If you built up the NCR and decimated the smaller factions, the power vacuum ends in anarchy. But if you strengthened the Followers, Kings, etc. they pick up the slack and keep the status quo. However, no matter how much you strengthen the Followers they can never keep up with the demand for medical supplies but that's nothing new.

not really, no. unless you count books that were included in the previous games. Dragons coming back have nothing to do with both games and even the civil war has only the tiniest bit to do with Oblivion since the last of the Septims died in that game, but even then the Aldmeri Dominion is the major driving force behind that conflict. You won't get to see the aftermath of the war in TES6 I'm pretty sure, it will be a side not in one of the books at most.

Wasn't oblivion only a few years after morrowind? Its effects weren't really as far reaching as quickly for cyrodil. Skyrim was 200 years later so of course the oblivion gate crisis is just ancient history in books.

Gunslinger, my last playthrough was a Cowboy with JSawyer mod, and he needed more survivability. I thought long and hard about it because I took Built to Destroy at the start, but with Jury Rigging weapon repair becomes less of an issue.

Not to my knowledge, though the information to do so is probably out there. Josh Sawyer has been answering questions on his website about the game since it launched, and his answers are a pretty good resource into what the original vision for the game was. The original questline involved you getting thrown out of the Lucky 38 for some reason, like siding with another faction or just being a dick to House. Then have you hunt around locations relevant to House's life to get the override command to get back in, all the while learning about him as a person by digging through consoles of people who had to deal with him. I think the reason why it hasn't really been done is 90 percent of that content is in the game already. All those locations exist along with the backstory logs, it's just your own curiousity that takes you there. Not a quest marker.

The only real skill distribution for this build that matters is leaving sneak at 75 asap and not levelling it any further until all other skills are max, rest is levelling lockpicking, guns, speech, science, medicine and repair at slow increments after

Perks are straightforward too but with the caveat of absolutely no intense training as it is a waste of a perk
