When you play a criminal, the game is all about breaking the rules.

When you play a cop, the game has to be about enforcing the rules.

Not to say that playing a cop couldn't be fun, but it's just inherently less fun and more difficult to write a story around it. Plus you couldn't make violence the focus or else it makes cops seem like psychopaths.
