I just platinumed TPP the other day after years of leaving it on my shelf and I noticed a lot of those conversations during the side OPS when I was going for 100%. Sometimes I'd shoot a guy and zoom in to look at the stats of a soldier that rushed to his side and I'd hear him tell his buddy that he was going to be okay, that he couldn't let go yet because the medic was on the way, that sorta stuff. There's a fair bit of story in the conversations you have to overhear for some of the mission tasks too. I don't think I've ever played another game that felt like more of a proof-of-concept for the greatest and most perfect game of all time but a massive missed opportunity at the same time.
