They can.
You can build those double staircases that go up as well and then you have a tile on the upper floor.

Also, animals don't come inside because theyre wild and you gotta tame them first. wild dangerous animals might come "inside" to attack you though.

They can, retard, you use digged stairs for manipulating earth and constructed stairs for everything else.

My cats and dogs come inside, but the hose, sheep or whatever they are you start with just hangs out at the same exact spot they spawned.

The starting wagon is considered a gathering spot, deconstruct it if you don't want your dwarves and animals just standing out in the open.

Have you made animal spots inside and assigned those animals?
