Street Fighter Alpha 2
Even if Alpha counters and CCs are entirely unique to the Alpha series, they're fun concepts. A2 also has a nearly perfect roster. Just add some more World Warriors/New Challengers like E.Honda / Fei Long or DeeJay.
Close tie is Cyberbots or KoF98.
Maybe nu-Samsho when they add Cham Cham or Sieger

Also Rage of the Dragon is severely underrated, even if it's got characters that are just discount versions of SNK/Capcom characters (Pepe is Kim the most obvious one).
Also it's technically a Double Dragon fighting game.
