The only difference between Toadette and Waluigi is that Toadette was created by first party devs. They're both characters conceived solely so another character in a spin-off could have a partner but Toadette has managed to graduate to mainline games and develop a role
This isn't to imply I really like Waluigi or dislike Toadette, I just think it's an interesting parallel. Being female probably helped too

Toadette is a good guy, a girl, and fits right in with all the existing Toads. Meanwhile Waluigi takes a unique concept (the bros.) and goes the other way of making it more generic, while at the same time having such a unique frame that he would require tons of extra work to squeeze him in. Not to mention Waluigi's very existence is a joke while Toadette is the epitome of a support character. They fill very different roles despite their similarly derivative origins.
