There already is a stand alone flash player that works fine. The issue is there are many games with built in DRM that won't run because of various reasons.

You can still download Firefox versions from 2010.

I don't know why it was so hard to find a standalone flash player for Windows, it was piss easy to find for my mac 10 years ago, and the old one had a way better GUI than the windows one I found.

Tom's released a flash player that allows you to run old flash content. I can't say if other sites will follow suit but old Newgrounds stuff is safe for the most part.

there's always a way to run it, worst case you can even use a VM if it ends up broken on modern OS

but the end of support will almost entirely halt its use, making it essentially dead

I haven't been able to get firefox or chrome to play flash files for the last 2 years despite it being "supported for X amount of time" and I've tried messing with plugins and settings countless times. I needed a standalone player.

I backed up all the flash I cared about years ago so I couldn't even play them on browsers cause it'd just keep treating it like a download but I remember a time where you could just drag and drop a flash file to your browser and it'd load it instantly.

Depends on how they're programmed. Some can break like that because they're downloading resources on the fly every time they're opened, and as soon as those resources are deleted, the flash is broken.
The server could even be set up to not accept connections from anywhere but a specific location, meaning the flash would be broken the instant you try to run it anywhere but it's original source.
