early San Andreas is supposed to be a low-key hood story, they're just a bunch of niggas in the hood and they don't wanna go to jail for life for killing cops.

Exactly how he was handled in all the missions up until his dialogue disappears and he does a full 180. Looking back, the story went downhill after Los Santos. They should have focused more on the Grove family which was the most memorable part of the game.
