Make the changes visually evident in the game world. I mean, the game already does that to some degree but it needs to be heightened. It's all in the detail, but then again that may have been too demanding with 1994 tech. I'm not saying there can't be some information specifically restricted to documents, but it should be the kind of information you'd expect from a document, not someone narrating their existence.
