it would cheapen the challenge of the boss if you could use cheap ass poison that requires basically no skill to use

It's kind of effective in Bloodborne for bosses.

They literally only exist for NPCs to use to fuck with the player. This is the case with 99% of games that have debuffs and negative status effects. Trying to use them yourself is a trap.

that would be a viable answer if 99% of RPG debuffs actually scaled with level or could be augmented/enhanced to make a difference.

but instead it's always a faceoff against a boss with 99999999 HP and any poison debuff against them always ticks for like 6 damage per turn.

No. In every game with those mechanics there's ONE strong enemy who those tactics will work effectively against, probably a last minute inclusion by a developer to justify their existence that always ends up half assed.
