Yeah, it removes the part of the game that gets in the way of enjoying the OK story, which is the gameplay.
Cuts a long ass game down to just a few hours of cruising from bossfight to bossfight, storyline point to storyline point. Which is a good thing in FFVIII's case, because having long interruptions between events will just make the story seem more confusing than it needs to be.
The combat in most JRPGs could be described as filler, this is not unique to FF8
I think FF8's system is well designed as long as you don't over rely on summoning

That said, FFVIII is the best mainline FF game. Until Disk 3 starts. If the whole game could have been SeeD missions and the occasional Laguna flashback, it would have been the best FF game easily. But they had to force the typical "plot twist that invalidates everything before" into the story and Kitase had to force that pointless love plot in.

I can't think of a way of making magic relevant in a system that makes it indirectly costs your character stats without making said magic overpowered. As-is, basic attacks are so vastly superior of an option when compared to magic that magic might as well not exist.

Not true at all. Multicasting magic is always solid in every FF game that includes it and Blue Magic (sans Kimahri) is always pretty much broken.
