I start with sketching out the layout and the perspective using SAI2 (or photoshop). Characters I usually draw in SAI. Depending on the scene and the background, I either draw the backgrounds in photoshop, or support myself with sketchup and draw over with photoshop. A sort of test to see if something is actually well drawn is that if it had no color and was just the lines would it still look good? Look at hte hand, look at the shape of the torso and where the armpit is, she is as thin as paper but has shoulders and a neck as thick as a linebacker, the anatomy horrendous. The color is great though. Te face looks so flat, the eyes are tilted despite hte head not being tilted, so if you were looking at this character headon one eye would be on their forehead.
DO NOT half ass your line work, that is the foundation. Maybe not though, because non artists will still say its great so long a the color is great, not knowing there is anything wrong.
