Many of the mid-stages from Gen 5 felt unnecessary. Masuda just wanted to be able to say his magnum opus introduced more Pokemon than any other game so he told the artists to make Dex filler like Tranquill and Klang. Then it would be much of the Gen 6 Dex, many Gen 2 mons that weren't crossgen evos, cocoon Pokemon, the firefly duo, Grumpig, Bruxish, and Lumineon.

One of my favorite designs to be honest. Why did they have to make it a shitmon, it hurts.
