It's a throwback to arcade games based around score and gameplay rather than a narrative structure (which beard alludes to in his old-school pizza joint no longer appealing to young people anymore). Jacket is a player who just rolls with the gameplay and sets out to accomplish his goal (kill the russians and get revenge for Beard). Biker on the other hand is a storyfag who gets caught up in the reasoning behind the game, and his obsessive search leads him to the dev's chambers where they tell him they did it for fun and to fuck off.
Hotline 2 to an extent is also a reflection of Hotline 1's fame. The Fans and Jake to an extent are fans who sympathize with 50 Blessings' ideas either of nationalism or cleaning up the streets. Pardo is a rival jealous of Hotline's success, attempting to usurp it's fame through sheer gratuitous violence with shallow messaging (MM messages claiming he was "forced to do it" connecting with 90s video game moral panic).

fixed. the game treated nearly everyone sympathetically, even the most completely monstrous characters like Manny or The Son. basically the only exceptions being the russians. the message is just the same old nietzche 'battle not with monsters' line about the cycle of violence.
the game has credits. it is the creation of two primary auteurs and a couple dozen other contributors, especially for the music.

I have seen very little evidence that this story anons talk about is real and not head cannon. Shit just happens the whole game.
The only things I didn't like were the fact that there were not enough biker levels and Tony couldn't kill the big niggas without getting a gun, which defeats the point of the mask. I liked the concept behind the biker levels, being completely limited as to what weapon you could use so you needed to be more creative and resourceful. Though I liked Hotline Miami 1 way more than 2. People shit on 1 for being way easier, but I prefer the arcade feel of the first game. Also the rewind in the story was a really nice reveal, but they took that and made it the entire point of HM2, but without the magic.
